Can an equiped card to one section affect the other section. for example, can IG-RM thug Droif on the fore section affect the weapons of the aft section ?

Or WED-15 Repair droid do its action to affect the other section ?

Page 5 of the huge ship rules that Parravon linked has several examples of cards that would be equipped to one section, but may affect either section at the discretion of whoever activated it. WED-15 is specifically mentioned as being able to affect either section.
