Small but elite?

Since I have only recently decided to get into Legion, I have not really been following things. Based on what we know so far, which side better supports small but elite?

If you mean what side needs fewer miniatures it's empire. AFAIK all imperial units cost more than rebel troops.

Not entirely true. Storm troopers and Fleet troopers are both 11 points per model, while Snowtroopers and Rebel Troops are both 10 points per model.

tabletopadmiral.com/legion/ has all of the revealed points costs.

yes, but by the time you add in vader, an atst and grenades to give them some teeth they need full units less. To compare, a 2x cores buy will fill out 800 points of imps easily. Rebels will only fill 750 odd, and that's with unnecessary upgrade padding.

Imp's are the faction op is looking for.

I am aware, I was specifically addressing the comments that "all empire units cost more than Rebel Troops."

It's still not a distinct divide between an "elite" force and an untrained horde.

We'll have a better idea after special forces units are announced. I imagine they will change gameplay dynamics to lean that way a little more. But as others have said for Empire will probably be running fewer models in general right now since they have bigger more expensive ones available at launch.

Knowing that often the"small but elite" army build is sometimes motivated by constraints on painting time, I will mention that right now the absolute most number of infantry fielded can be 37. I know the other is often money, which there isn't a super easy answer there. At least with Legion, one box includes all model options for one squad.
