Does anyone know if there will be different upgrades in the expansion sets being released together with the core set, vs. the upgrades that will come with the core set, and if so, which ones those would be? I'm asking to see if it would be better to buy another core set, or get expansions instead.

Yes, expansions have different cards. Up to you if they matter to you or not.

Sorry, this is my first time visiting the Legion board!

There are 2 extra upgrades in the trooper expansions: concussion grenades and grappling hooks. These will also be in the snow/fleet trooper expansions being released a month or so after the initial release.

Comms Jammer is also expansion only

Oh yes, but I think it comes in all vehicle expansions, together with long range comms.
