I am fairly new to the game but i have 2 questions regarding heroic feats:

Q1: In the case of Leorics Heroic Feat if he rolls and x i assume he misses but can he attempt it again because the action didnt actually go through?

Q2: Can Widow Tarha use a skill with her Heroic Feat such as Exploding Rune or Runic Sorcery? It just says "Perform an attack...." with the action arrow is the feat itself an individual action or just to use a normal attack action?

Unless you have access to a specific re-roll ability (Rehearsal, a fortune tokens, etc.) a miss is a miss even when it happens in your Heroic feat attack.

No. This Heroic feat is a special action that cannot be used in combination with any other ability that costs an action (indicated by the special arrow).
