Short question: If I put Adrenal Implant on Diala who has Battle Meditation as well, I can chose the order, right?
The text on the card is not exactly the same:
My interpretation: Both can be executed after the rest action and I can decide the order
Battle Meditation has "when", so it can be used before or after recovering your Endurance value during performing a rest. (In case you have suffered strain up to your endurance and want to have Force Adept available for a reroll you want to recover first, then use Battle Medidation.)
Adrenal Implant is after, so it's strictly after Battle Meditation.
Also note, that using Adrenal Implant before Battle Meditation would be counterproductive, because you would have to spend Dialas focused condition from Adrenal Implant for Battle Mediation test

Or they were hoping to guarantee the focus from Battle Meditation for another hero, but the order of triggers doesn't allow that

So is it possibile to Focus an Ally and Diala with Battle meditation + Adrenal Implant?

Yes, why not? Give focused to a rebel figure from Battle Meditation (when resting), then give focused to Diala from Adrenal Implant (after resting).
