Can a any of the Tie Fighter Pilots (Mauler, Dark Curse, Black Squadron Pilot, etc.) pilot a Tie Fighter F/O (and vice versa)?

No, they are tied to the ship they come with.

Each pilot is tied to their pilot card, they cannot switch ships (as some combinations would be broken, (Major rhymer HLCs and TLTs, Countess Ryad on any large ship or gunboat.) there are however pilots that are on different ships ie. Maarek Stele, (TIE Defender and TIE Advanced.) however they have different pilot cards for different ships.
