Sensor Net allows a ship revealing a command dial to pick up a token “at distance one.” Am I correct in assuming this doesn’t apply for anything closer? (i.e. “within distance one?”)

No, you're not correct.

"At" is defined in the RRG.

Basically its anything under the ship's base, touching the base, and all the way out to (barely) touching the distance 1 edge.
