The Lockpicks card is a great example to help us understand Suggestion.
Lockpicks (emphasis mine)
- Uses (3 supplies). If Lockpicks has no supplies, discard it.
- Action: Exhaust Lockpicks: Investigate. Add your value to your skill value for this investigation. If you do not succeed by at least 2, remove 1 supply from Lockpicks.
Normally, assets don't go away when they run out of resources. Using Lockpicks doesn't require that you spend a supply. Thematically, after you've broken your three lockpicks, you're no longer able to use them. It makes sense to add the line about discarding it. Suggestion is a little different. It gives you a "passive" ability to add your Willpower to your Agility during an Evade attempt, once per turn. It also gives you the "active" ability to cancel an attack using charges. Being "bad" at the passive ability means you can use the active ability fewer times. It's an interesting card, but given what you're getting for the XP cost, I don't think it's worded wrong. I think it's just a little counter intuitive because the penalty on the first ability looks like a cost, even though it's not. In much the same way, the penalty on Lockpicks isn't a cost... Lockpicks just has wording that discards it once you've run out of picks.
