For both squadrons and ships, obstruction occurs any time line of site crosses an obstacle or a ship not involved in the attack.
Or if touching base to base on an obstacle, even though you can't see the obstacle.

It doesn't make him impossible to attack, though. Even if you're Engaged with another Escort squadron, Luke can still be targeted. You'll lose a die, sure, but against Luke you're probably going to hit him for just one, anyway (unless you're rolling in with suped-up TIEs).

No more so than Vader having it. I think it's more of a balancing issue. Can you imagine how unbearable Vader or Luke would be if buried behind a wall of Escorts? Luke, Biggs, and a bunch of X-Wings/YT1300s with Jan. Fighters can't attack Luke, and the odd Snipe or IG-88 attack would just be Braced and passed on to someone else. Flak would be pretty useless against him (unless you roll two Hits, he'll just pass the one damage). Then he just sits there and triple taps ships all day.

If he doesn't have Escort, there's no damage passing. But yes, he would be rather annoy without Escort.
