I'm curious about how Raddus activation works.

The card says "Cannot be the first ship to activate that round". Hence if your second player and the first player does his activation first, does that mean on your first activation you can activate the ship that just jumped in with this effect?

I understand that ship can be your first ship to activate if you are second

This ought to go in the rules forum. But yes, the card says that it cannot be the very first ship to activate in the round but can be activated at any time after, including if you are the second player.
