If you use Tarkin does that get you a token to spend for fleet commands on round one or no?

Agreed. When multiple actions resolve at the same time, the player decides the exact order of resolution. Of note however.... "at the start of the ship phase", the FIRST player resolves all of his actions with this timing first. Unlikely to effect the second players "at the start of the ship phase" actions, BUT the second player must abide by any additional restrictions (if any) imposed by the first player in this instance.
