To summarize, when your Sheathipede-class shuttle performs the coordinate action, it immediate grants a free action to one of your other ships at Range 1–2. This doesn't allow a ship to perform the same action more than once, but that ship is notably not limited only to the ship's action bar or its Action upgrades. The target ship can perform any of the available actions that it hasn't already taken

can you use the coordinate actions of the fanthomII, to make an auzituck gunship take a tl action?

An Auzituck coordinated by a Sheathipede cannot take a target lock, unless it has the Targeting Computer upgrade to grant it the Acquire a Target Lock action. The free action granted by coordinate on the Phantom II is subject to all the normal restrictions on actions. You can't perform an action which isn't on your action bar or on an upgrade or damage card. You can't perform free actions while stressed unless otherwise noted. You may perform free actions if you're overlapping an asteroid or touching another ship. You cannot perform the same action twice.

There are a few upgrades in the game (Ysanne Isard, Flight Assist Astromech) which instruct ships to perform an action which it doesn't have on it's bar. However, these all specify the action in question.

I'm not sure where you get this idea from. A ship granted an action from Coordinate is allowed one free action, and that must be one it can perform from either it's action bar or any Action: header Upgrade cards. It doesn't allow you to pick just any action in the game. That would make it truly broken. So if an Auzituck can't perform a target lock action on it's own, it certainly can't perform one from Coordinate.

It's in the release article. And it's terrible-writerese for 'can do any action it could normally do with its perform action step as a free action, not just bar and cards but also conditions, damage cards, mission actions, etc'.

Ffgs article writers are just bad sometimes.

I wouldn't say bad sometimes, more like atrocious. And it can create problems with more inexperienced player that take it as factual.
