Shera Bey vs Rebel Fenn

If Fenn uses his ability against Shera can another friendly ship use her target locks?

If Fenn uses his ability on a friendly, can that friendly use Shera's target lock?

If Fenn uses his ability on Shara, she can't spend her lock(s) this round, but her allies can spend it as normal.

If he uses his ability on her ally, that ally can't spend her lock this round.

Fenn stops the chosen ship spending tokens, it doesn't matter what the source of those tokens is (he would block them using Esege's tokens as well, for instance).

"If you do, that ship cannot spend tokens to modify its dice when attacking this round."

To me, Fenn Rau says you cannot spend tokens, rather than "you cannot spend your tokens" or "other ships cannot spend your tokens."

1.) I think if Fenn was used against Spaceship X, he would block Spaceship X from using Shara Bey or Esege Tuketu, by and large. Spaceship X cannot spend tokens, whether the tokens are xir own or not.

1.) I think if Fenn was used against Shara or Esege, Fenn would not prevent Spaceship X from using the focus or TL from those ships. Spaceship X isn't prevented from spending tokens, and the tokens on Shara and Esege are treated as though they were Spaceship X's tokens.

First question.... YES. Shera just lets other ships use her tokens to modify their dice. Shera is not modifying any dice so Fenn cant stop her ability. Note, Fenn says you cannot spend tokens to modify, not that you can't spend tokens at all.

Second question... NO. That ship is using tokens to modify their dice which Fenn blocks. Does not matter where the tokens came from.
