Okay so someone has bulit a raft, from the woods in the Lower Plains, and is waiting to move across, and a Thief rolls the correct number, to land on the Woods. Can the Thief steal the raft, and use it to cross, the next turn?? or is destroyed on the next player's (owner of stolen raft) turn?? i think you should be able to steal it,,and wait to use it the next turn.

Yes, the Thief can do this, if he has room in his inventory for another Object (the Raft). Once stolen, the Raft must be used in the next movement phase, or it is lost.
