Command Token timing

No doubt this has been answered a long time ago and I thought I understood the ruling, but we had a game today and the answer wasn't 100% clear.

A Raider has an engineering token already and reveals a Nav dial but decides to bank it.

Does this mean...

A) He has to ditch the Engineering token before banking the Nav.

B) because he has just revealed the dial he can spend the engineering token to move a shield which frees the slot to bank the nav token?

The moment you reveal the dial, you must decide if you are going to keep it or bank it.

If you bank it and you have one already and are only command 1, you decide which to keep and which to discard.

You then move on to the point you resolve commands (eng or sqd) and continue activating

Note a Pelta or a Cymoon that has maxed out on tokens could spend one earlier in the turn before revealing a command by All Fighters Follow Me or Shields to Maximum.

Unfortunately this doesn't prove anything as these fleet commands happen outside the regular ship activation sequence.

I can't find a specific manual, rules ref or FAQ that actually disproves point B. An engineering token is used when you reveal the dial and tokenizing the dial happens at the same time. I always thought there was a diffinitive set sequence but can't prove it so I may have been wrong all this time.

Reveal Command Dial : Reveal the ship’s top command dial. Then either place the dial next to the
ship in the play area or spend the dial to place the corresponding command token next to the ship in the play area.

Repair : Resolve after revealing the ship’s command dial.

As you may see, banking a token it is still the reveal command dial step. Engineering timing is immediately after .
