Just for understanding who owns executing the trigger, is it the player that shot the harpoon or is it the player who owns the ship with the "Harpooned" card on it? I realize that everyone has to monitor everything, but I'm curious who's responsibility is it to trigger that effect card. Thanks

Both players'. It's not optional so it's down to both players to make sur3 it triggers correctly.
Using the action is up to the player with the condition.

Thanks. What's the trick to make sure that both your and your opponent's triggers all fire? X-wing is a rather annoying game in that you basically need to watch the ENTIRE game from both sides because no one will blame your opponent for missing a trigger when you apparently have to watch for it as well. Do you have any tricks for doing this?

Mostly, there's not actually that much to track, to be honest. And you'll quickly get the hang of it. SOme lists are a lot more fiddly than others, but if you keep and eye out for your stuff and for the changes in phase in the game, particularly start of combat/end of activation and end of round, you shouldn't miss much.
But it really is just about paying attention and practice.
To fill things out: I believe the effect is "controlled by" the player who's ship it was assigned to. This might matter for sequencing. If a player has multiple "when destroyed" effects (the Harpooned! effect, a Ghost deploying a docked Phantom shuttle, Heroes of the Resistance Chewbacca gaining an extra attack), they are able to choose the order in which they resolve. Likewise, if both players have some effects triggered when a ship is destroyed, the player with initiative will resolve all of their effects in the order they choose, followed by the player without initiative. It's not a very common situation that multiple effects will trigger here, but it might matter, and I thought it was worth mentioning for completeness.
With the harpoon trigger... the fact that a harpooned token is placed on the ship should be enough to remember.
The player who got "Harpooned" owns the execution, but they give the player giving the condition a token to place alongside the ship to remind everyone about the sequence of events. If both players miss the trigger and the game progressed.. then its supposed to be a missed opportunity, but casually I would say go back and resolve the trigger.
"Occasionally, players forget to resolve important effects during the course of a game. At formal and premier events, once an opportunity is missed and play has proceeded past that timing window, the opportunity is lost."
