My LGS mentioned they had a Store Championship on order as well as the "season 1 and 2" 2018 kits, I am guessing those are the quartlery kits.
I've been trying to see if I can find these listed anywhere but haven't yet, has FFG announced what these kits are? or will they not be set until after worlds completes its round? Worlds are soon?
They usually do a pretty poor job of communicating what comes in those. Your best bet is to ask your LGS or to wait for spoilers to show up on the Internet. FFG didn’t even announce what was in the regionals kit until a few regionals had been played.
To Answer your questions;
1)They haven't specifically announced the contents of those particular kits yet, as far as I know.
2)They aren't waiting for Worlds to decide what goes in them. A Q1 kit would need to be printed and sent out to people by now if it was going to be used, for instance.
3)Worlds for Star Wars games was shifted to early May starting in 2017. It would be especially awkward to not have Q1 kits until after that time.

If I remember the announcement correctly, you can hold your 2018 Store Championship at any point in the year, which yes, would also mean it could come after Worlds. Same for a country's National.
It's something that I always thought was a little weird, since it took away the progression from previous years.
Q1 was Store Champs
Q2 was Regionals
Q3 was Nationals
Q4 was Worlds in November
Shifting it to May you would think it would have just bumped everything around, with the "season" starting in Q3, but here we are...
