So I’m filling out a regional list for this weekend. I’m curious to know which one is better for 5 points. Is it Jyn with her stun or R2 with the ability to get more command cards. The rest of the list is Han Chewie Rebel Care Package and 2 smugglers with BotF
Better 5 points Jyn or R2 and RHC
In that situation I'd say Jyn. You only have 2 damage dealers.
Smuggler and R2. You'll get more mileage out of it.
If you take out Balance of the Force, you can add Hera and Rebel high command. Hera further buffs your two offensive threats, and has a usable attack herself, while also allowing you to get some extra command cards
So your list is currently:
10 Rogue Han
11 Chewie the Avenger
4 rSmugglers x2
3 Gideon
2 C-3PO
1 BotF
You have 9 points left, right? Hera should be included to boost Han and Chewie as @Fightwookies said. Then comes your 5-point dilemma of RHC/R2-D2 or Jyn.
If you want some extra firepower reassurance, go with Jyn. Box her up with Han and 3PO until the crucial time to split her off for Hair Trigger or an objective run with her 5 speed.
R2 and RHC obviously gives you better opportunities to draw your CCs and get Lam, Tools, Make Own Luck, etc. Tough part about this list is your reliance on Han and Chewie for all your damage. If one goes down early, you're fighting an uphill battle. Your positioning and objective game needs to be sharp.
There's a 3rd option in a 9 activation list with R2 and a 3rd Alliance Smug like @NeverBetTheFett mentioned. It's definitely good to have those activations to ensure Han can go last in a round. You'll also have another Smug to maneuver for chump blocking or pressing those objectives. And if you're only considering Jyn for stun, you'll have 3 Alliance Smugs that can dish it in this list too on top of Chewie. Same cons as the RHC/R2 list though imo.
Those are your options and it really comes down to your personal preference, play style and confidence. I personally would go with Jyn because I would simply feel better with a third damage dealer. Considering the successful Regional reports on Han/Chewie/3 Smugs though, it's worth serious consideration.
I think most people are including Hera when they say RCP now. I like to call it RCP+

I only have two smugs unfortunately

I might have picked up on that, but on some good pain pills today.
I opted for Jyn in my version of Han/Chewie, but I was consistently coming short with card draw. One other thing to consider from that point, is that you could drop one or both smugglers for RHC or R2/upgrade/heroic effort.
Where is your regional? I have one in south mississippi this weekend.

Would Jedi Luke be better?

Cool. BJ from Mobile. Still new to the competitive scene. This will be only my 3rd tournament
I prefer the card draw over the extra smuggler but it comes down to personal preference. For me Jyns 5 speed, ability to box up and potential for a round changing hair trigger makes her an easy 5 points.
The thing I like best about hair trigger is if you set it up on an important figure it either forces them to risk losing that figure (assuming you haven't set it up on a full health figure) or risk the stun on that figure (assuming you HAVE set it up in a healthy figure to rob them of a crucial action) or activate another figure first tat they didn't want to in an attempt to block your LOS, which then allows you to either just activate jyn, get another attack then re position for Los, or activate your own important figure to do something else.

It's truly based on your preference and play style. There's really no "better" figure as they're both titans. They simply provide different flavors for strategy. Both Han/Jedi Luke & Han/Chewie have won recent Regionals. The best answer is to play some practice rounds with both and go with the list you enjoy playing more. If you don't have access to practice, there's always the timeless choice of picking the one you think is the coolest.

I wish I had time to practice. I’ve played with Jedi Luke before though. I tend to play a bit aggressive but I was thinking Chewie with the slam could possibly knock people off of objectives or terminals if he activated late in the round. And I think the Chewie and Han together is pretty cool!

I can attest that Han & Chewie on the board together is very cool and a ton of fun. Slam is also very good for finishing off figures as it's non-blockable damage.

That's the key to slam, Vader with one to three health left and Zillo can still be a real pain in the but to finish off, slam lets you avoid two black die, a pierce cancel and the ability to add a block last minute. That's huge.
From what I've seen with Chewie he is most effective in the thick of things, slamming, baiting attacks with his double die defence and high hp, and hitting like a truck especially focused. Play him like Han just got a light sabre through the chest and he will be a force to reckon with. His biggest bonus for me is that it's like Vader, either deal with him or try to control him because if left alone he's going to dominate the middle ground. And the more attacks/stuns they put on chewie, the better off Han is!
ive got chewie in the list I've been practicing with Han over Jedi Luke and right now I prefer it, but again it will come down to your play style. But if you aren't taking advantage of that free slam each turn then he will always feel under whelming imo.
