does furr need to roll surges when attacking a monster with fear?

AFAICT, yes. His attacks ignore armor, but they're still attacks, and they aren't granted the ability to ignore any other defenses like Fear or Stealth or Dodge orders.

He would also be unable to attack monsters with Ghost, since he uses a melee attack, even though he rolls the white die.
