Sorry, probably a dumb question, but want to clarify it.

The phantom II title says: While you are docked, at the end of the Activation phase, the Ghost may perform a free coordinate action.

Is this the Ghost performing a coordinate action on another ship?

or is it the Ghost getting a coordinated action from the shuttle?

The first one. The docked shuttle means the Ghost gets to perform the free coordinate action (just like with the Phantom 1 title, the Ghost may perform a free shot with a turret upgrade, not the shuttle).

If you have a second shethapiede, flying around along with one docked to the Ghost, then you can use the docked shuttle to give the Ghost the free coordinate, use the coordinate to give the undocked shuttle a coordinate, and then use that coordinate to give the Ghost a different action (if that makes sense)
