Think of it this way: If I show you a plate with a banana, apple, orange, and strawberry, and say you may have any 2, you could not choose 2 strawberries because there's only 1 strawberry. These kinds of abilities are not showing you a menu of which you can order as much as you want (or in this case, 2), but rather showing you 4 different options, and you must choose two of them.
