Because it is not officially released in the US yet.

Official release is Feb1 i believe. Not sure how long it takes to be legal after release.

Guys, it's already on there, just cant post them to public yet. (Though you can share links.)

Go to Edit Account, scroll to Share Decks and Select it.

Also, while you are making your decks, go to the Sets button on the right, and it'll allow you to select which sets you are building with. You'll have to select Sets each time you build a deck until Legacies comes out.

As to set legality, all items are legal for tournaments Regional and lower as soon as they are released. For larger events, it's 11 days after release.
