Yes, it's fine. There's nothing that says you have to use the little cardboard ship symbols in the dial upgrades, or indeed, dial upgrades of the correct faction for your ships...

It's because I... I mean he usually likes to fly Rebels but feels like he might need to commandeer some Imperial vessels to fight the meta at an upcoming tournament and wants to at least keep his true Rebel colors.
Nothing in the rules requires there to be anything in that window. The base dials don't have anything to indicate which ships they belong to when they are flipped over. That is only there so it is less likely that you.. sorry "your friend"
puts them with the incorrect ship, like.. um, a friend of mine has done on occasion. As long as the maneuver dial inside is correct they are fine.
Yes it is legal. FFG said you can use a rebel TIE dials for a regular TIE fighter so this would fall under a similar circumstance. The catch being that the dials are properly identified and distinguished between.

Although you still need to track which dial is assigned to which ship as long as the maneuver revealed is legal for the ship it actually doesn't matter. This would fall under the "Assigning Incorrect Ship Dials" on pg 5 of the FAQ.

Exactly. If they didnt have matching ship numbers or icons, then they would not be able to use them in that way.
When I first looked at that picture the only thing that struck me as possibly being "wrong" was the dials revealing maneuvers that are illegal for the ship they are assigned to.
I know if I ever pick up some of those plastic covers I'm almost certainly going to be using them for everything no matter what side I'm flying. Like **** if I'm going to buy 2-3 sets of each (probably 7-8 sets total because who flies more than 6 rebels?) just so I can cover every possible number of ships for each faction.

Why would you need matching ship icons or numbers? I mean other than getting yourself confused.
You could run them blank and it would still be legal.

I can only imagine how you react to seeing those dials issues with Most Wanted.
You can use anything for a dial as the rules for illegal dials have been walked back to the point where as long as it has the legal moves your ship can perform it's acceptable.
I've moved to using the plastic covers exclusively for my dials as it saves a lot of storage space. In casual play I don't always put the ship silhouettes in the windows. I find it helps in memorization of the maneuvers on a ship's dial so that I know which dial is for which ship. I will put the ship silhouettes in the widows for tournaments for my opponent's sake.
