Bail plus Profundity

I, as second player, place Bail on the Profundity (that has Jaina's light in it) and set round 3 on Bail. At the beginning of round 3 I drop Jaina and move Bail to it. Does Jaina activate first?

Is the "only" in "large ship only" tantamount to a "cannot", and even if, does the "large ship only" merely mean something like "during fleet composition, this card cannot be equipped to a ship that is not large".

Same principal of question is, whether you can move the fleet Commander to a flotilla, if he is on the profundity.

Well, starting off that the timing on Bail wouldn’t work anyway because the ship would be out of the game when his effect is to be set, so the Raddus-ed ship wouldn’t be allowed anyway because the timing to set turn to activate was missed when the ship was out anyway

Nope, I do not talk about Raddus. He is on the profundity and the profundity is in play. He is moved by the profundity effect to the cr90.

The Profundity effect explicitly includes the "(if able)" qualifier.

I can only take that to mean "(if this would be possible under the fleet building rules)". For instance, you could not move an Admiral card to a deployed Flotilla. Or, hypothetically speaking, move an Officer to a ship without that slot. Or move a "Large ship only" card to a Small ship.
