Most likely not but it's not been confirmed by FAQ yet.

No. Chopper states you "discard 1 other equipped Upgrade card to recover 1 shield". It's quantified the number of shields as "1", not "up to 1", so if you recover a shield, then you can't discard an Upgrade card.

If it was "up to 1 shield", then you could discard an Upgrade and recover "0" shields.

Page 17 of the rulebook:

Quote
  • A ship cannot have more shield tokens than its shield value. If a ship has a number of shield tokens equal to its shield value, it cannot recover shields.

well i don't want more shields i just want to get rid of upgrade card that i no longer want on my ship :(

Sadly, it still doesn't work. One of the main reasons they clarified the rules in this way was to prevent folks from using the Pulsed Ray Shield on Kihraxz and Scyk fighters to gain access to a white 1-forward from the Ion token, when their dials wouldn't otherwise have access to that maneuver.

Or they may have come up with the rule partly to preempt Chopper which they knew they had in the pipeline. If it worked, it'd be really nice to roll in with BTL-A4 and the chance to do extra damage, and then discard it if you felt you would be hindered by the in-arc only restriction. I mean, for all I know, they worded the FAQ exactly like they did to prevent Chopper from doing just that.
