Can the imperial player choose not to apply Dengar's bonus while his TIEs are being flakked by Draven's ship?

I wouldn't think so based off of Dengar's text alone. Seems absolute. Squads either gain counter or counter plus one if within distance of him.

Agreed. Squadron abilities are not implicitly optional like upgrade cards are, and Dengar doesn't say "may" or otherwise specify that it's optional.
That's right, you cannot choose to apply or not apply Dengar.
Here's the rule refference:
• Resolving an upgrade card effect is optional unless otherwise specified. All other card effects are mandatory unless otherwise specified.
In this case it's not an upgrade card effect, but a squadron card, so it's mandatory, not optional.

Its not Necromancy but you may have to plea bargain it down to "preventing the lawful burial of a thread"

Agreed. This will likely come up psudo-regularly, and most everyone of integrity doesn't want to be a Necromancer. ALSO however, is that Dengar imparts " counter " to friendlies automatically, for better or worse. Worthy of being in the pinned FAQ thread.
