Bail and Raddus, who has precedence?

If I'm second player, and I use Raddus to bring in Bail Organa's ship on the round chosen for his card, can his ship go first? It's a question of must (on Bail) and cannot (on Raddus). For that matter, does Bail even force you to activate the ship he is on (with the words "you must activate", which I believe generally does mean that ship, not the player), or is it just that you must use an activation at the beginning of the ship phase.

Now I want to run Bail and Han Solo together, lol.

Raddus wins out. "Cannot" is the strongest word in Armada terminology and it beats everything.

You trigger Raddus first.

When it comes time to trigger Bail and put a counter on him, Bail is out of play and cannot be triggered..

So Bail does nothing.
