Because you have to do lethal damage to trigger Stun first.

1. "Stun" doesn't get net hits added, but rather does a flat amount based on the quality.
2. "Stun" must be activated as a quality.
3. You still deal the lethal damage. Its an attack first and foremost. That it can also affect strain is just a show of how powerful it is.
So if I'm trying to actually take someone down non-lethally, I wouldn't use Lightening, as it would be just as likely to kill them. The real question is why use Lightning when you could use Fire. The goal is to -not- mix damage across Wound/Strain tracks.
