I seem to recall that in TI3 you couldn't spend TG to score influences demanding spending of resources and influence. Is this true for TI4?

You could in TI3 and you still can.

You can always spend TG as resource or influence -- for goals, for requirements, for action cards, whatever.

The only exception to this is that you can't spend TG as influence for votes on agenda cards.
