No, because you're not explicitly using the PRODUCTION ability of the units. (It's gotta say it like that.)

Sure they can. If they move a space dock into an activated system, the last step in that system is Production. It's one of the things that makes them so powerful.

In 3rd the Saar had a rule that said their docks couldn’t produce after moving (which kinda gimped them). That rule does not seem to exist in 4th (the same as Arborec GF production) so there is no reason they can’t.
