How does the interaction work with these two, does taking the crit automatically hit your reinforce or are there arc restrictions? Does the firing ship or the defending ship have to be in the arc covered by the reinforce token or both? Or can you even use the reinforce action to take a hit from Draw their fire?

Reinforce only works when you’re defending, it doesn’t just negate a damage from all sources.

If Lowhhrick is attacked by a ship in his firing arc and he has chosen to reinforce "in arc" he may add 1 evade result to his defense dice roll and may spend 1 evade token to add an additional evade result to his dice roll. Then attack dice are cancelled by defense dice (hits then crits, unless otherwise specified by cards in effect) and Lowhhrick suffers damage for whatever results are left uncancelled.
If Lowhhrick is using his pilot ability to spend his reinforce token to add 1 evade result to the defense dice roll of another friendly ship at range 1 that friendly ship may still spend 1 evade token to add an evade result to their dice roll. Lowhhrick's spending of the reinforce token removes it from the boardstate. In the use of his pilot ability the position of the enemy ship does not matter. All that matters is that the other friendly ship (to receive the addition of 1 evade result) is at Range 1 of Lowhhrick.
Lowhhrick's ability does not interact with Draw Their Fire. Reinforce tokens do not interact with Draw Their Fire. Evade tokens do not interact with Draw Their Fire.

No, evade tokens can only be used when defending, of if a game effect requires you to spend them.
