A friend of mine has a Spec Ops Tie (with title) http://xwing-miniatures.wikia.com/wiki/Special_Ops_Training and Snap Shot http://xwing-miniatures.wikia.com/wiki/Snap_Shot. If I trigger Snapshot and he attacks me does that trigger the Spec Ops training if he doesn't use all his dice can he then attack another ship in his aux arc? Please site rules in your answer, but opinions are fine too.

Title specifies primary weapon, so no.
Yeah no interaction between Snapshot and title as Snapshot is a secondary weapon
Snapshot also prevents additional attacks during the same phase.

And here's the actual rule on page 16 you're looking for, to back up these arguments:
QuoteSECONDARY WEAPONS
Secondary weapons are upgrades that feature the “Attack:” header in their card text. They provide additional types of attack other than a ship’s primary weapon.
The Spec Ops title specifies primary weapon and Snap Shot is a secondary weapon. The clause on the title about not rolling the extra die is only in regards to the initial primary weapon attack and to qualify it for a second attack from the auxiliary firing arc.
By choosing to use Snap Shot, you cannot fulfill the first part of the title, and therefore the rest of the text is not applicable.
Thank you all. I had not realized snap shot was a secondary attack. I just new it didn't seem right.
As has been touched on: Even if you could trigger the title after the Snap Shot attack you wouldn't be able to resolve any attacks as Snap Shot contains the text: "You cannot modify your attack dice and cannot attack again this phase."
Which is important to remember for Quickdraw. If he resolves snapshot and attacks you and afterwards (during movement) loses a shield he cannot resolve his pilot ability off of that lost shield token.

Example: You move into Range 1. Quickdraw resolves Snap Shot and shoots you. Quickdraw activates and flies over an asteroid. He rolls and suffers 1 damage which removes a shield. Because he performed an attack earlier in the phase with Snap Shot he cannot perform a primary weapon attack.
