Just reading the province card Public Forum and Ive spent a bit of time here trying to find out how honor tokens can go onto provinces ..How does this occur ? Is it just a stalling mechanism for one conflict ?

Basically, you have to break Public Forum twice. Placing an honor token on it tracks that, and is a mechanic (currently) unique to that province.
It's also an elegant way of marking a change without having to introduce any more different tokens into the game.

FFG kept those to a minimum in L5R. Both Netrunner and AGoT2 have double-sided generic tokens (and Arkham Horror has no fewer than 5 token types). On the other hand, we could do with 3 or 5-value tokens.
Still confused by this card. What stops you triggering the interrupt again on the second breaking of the province and just adding another honour token? ie. unbreakable province period!

That little bit of text on the card that reads "if there are no honor tokens on it". As it is a requirement for the ability to use its effects (the part after the - ), you cannot initiate said effects because you do not meet those requirements. Hence, Public forum ability cannot be triggered as long as there is an honor counter on it.
Question: if you "loose 1 honor" could you remove the token from public forum?
No, the honor on the province doesn't come from anyone's honor total, and you can't use the honor or take the honor for anything. It's just a placemarker.
Another question. If public forum has an honor token on it and I use Kitsuki Yaruma to flip it face down does the honor token leave play?
