This is a mess. New suggestions popping up at the last minute. Without any thought for the overall picture.
Either something simple, consistent, and presumably balanced comes on the table ASAP, or we should just use RAW.
As an example: doubling the value of spies is mostly likely advantage to rebels. In reality we will win every battle, so it won't matter. However, being able to redeploy 4-6 ships AFTER everything has been dropped completely alters the game. This is very... strange to me. It is not a good rule at all.
That's just one example.
Anyway. The most important thing for me is to play. I have started several CCs, both IRL and Vassal, but never entirely finished any. I want to build fleets, fight battles, and have fun.
