Like as you just noted - they allow more positions it's "okay" to be sometimes as well. And if you are bringing Poe, there's no reason not to bring black one. Just don't bring Blake one Poe because of harpoons, if you weren't already planning to use him, for example.
Sure. Generally speaking, dodging one shot, dropping on lock, and soaking one harpoon ends up being much more manageable than avoiding two shots and soaking one, for example. It lets you be more aggressive and play less perfectly in the early set up turns, which does put more of the pressure on your opponent to trap you with the Gunboats instead of putting the pressure on you to avoid as many shots as technically possible.
