I am guessing it has something to do with mountain ranges. The Stormtrooper types should be taken with a grain of salt. They aren't called shoretroopers or snowtroopers in the movies. I am guessing that they are names used by the filming crew that become somewhat official.

Can't normal Stormtroopers do Patrols? Do they need special training to remember a fixed routes for patrols? Does their armour include a built in satnav? "In 100 metres, turn left. After passing that tree, prod the third bush on the left hand side to check for infiltrators."

Actually, maybe they do... could explain why the stormtroopers in RotJ just blundered about in the forest once the ewoks attacked them.

Maybe the Empire is more like a franchise, different commanders on different planets will have their own approaches to kit and training.
