I want to run him with Fragmentation Grenades. If the grenades roll low indirect damage you just power action them away for four damage and resolve them if they have high damage. You of course have to pay to keep them in place if you resolve them but you can also include Ammo Belt to keep them in play.

You could... But that seems like an awfully inefficient way of achieving the exact same effect as paying 1.
