Does Bib Fortuna's special mean you could end up with 3 of Darth Vader's dice in your pool?

No, he's rolling a character die back into the pool you either already resolved or havnt activated yet (why you'd do it if you havnt activated yet is beyond me though).

Its the same mentality as Reckless Reentry: you're not adding another die youre rolling the same die you had before back in. Except of course it specifies 1 character die and has no discard clause.

So Vader rolls in, resolves 1 of his Character dice, Bib special rolls it back in.

Correct but I guarantee if I did it like that I'd roll a blank and not be able to resolve it.

Can I resolve the special on a dice, then Bib it back in and if lucky enough to roll a special resolve that too? (Akin to Holocron/Mind Probe.)

You can do two, but not all three. Somewhere in the RRG it’s explicit that you cannot resolve one dice twice with the same action. Aka, you cannot keep resolving BB8 or Force Lightning with the same action if you keep rolling specials. It’s limited to one resolution of a particular dice per action.

I am not re-rolling the dice though, I am rolling it into my pool, force lightening and BB-8 are re-rolls.
