when a character uses "Unleash" and wishes to bring the burn and/or ensnare quality in, does he still need two advantages to activate it?

Same scenario on multiple targets: Two advantages for every target? Or is every target automatically effected, just by rolling the pips (which can be tough with unleash).

Yes, you still need to spend the 2 Advantages to activate any weapon qualities you add to the attack, and it would be 2 Advantage "per hit" or "per target."

Rolling the necessary pips just means you're adding that weapon quality to the Unleash attack.

But honestly, if by the time you have the Force Rating to qualify for Unleash you're not rocking a minimum of 3 ranks in both Discipline and Willpower, you've done something very wrong. Frankly, you should have at least 4 ranks in Discipline and a 3 in Willpower at minimum by that point.
