I would just like to point out that there are three faction only EPT's that describe a character trait: selflessness, fearlessness, and ruthlessness. It seems to be that ruthlessness ought to belong to the scum because that totally fits them and fearlessness would go to the imperials who fly ships with no durability, with selflessness going to "the good guys" the rebels. but no. Ruthlessness, the only one of the three that is described as positive in few places outside The Prince, goes to the imperials. I think this is blatant rebel propaganda and it should be dealt with.

Ruthlessness should be 1 point like the others, then it would actually see play. It would be pretty balanced, it has a built in downside because you can hit your own guys with it and its taking up a very valuable slot.
Well with all upgrades it follows the natural definition of accretion and power creep. The newer stuff always has to be better in terms of power and point efficiency than what other options are out there otherwise there is no point. Ruthlessness is the oldest and the weakest in terms of cost, selflessness is the newest one and the most used.

Agreed. It's the easiest to use and "draw damage off someone more important" remains a rebel key ability, even with Biggs toned down.
Fearlessness is nasty, but it's not good enough by itself to justify using it - it works well when paired with other things which synergise with it (Scum Boba Fett/Fearlessness/Cluster Missiles is brutal, for example).
Bossk is probably the best user of it.
N'Dru Sulhak can do a pretty good job with it, too. It's an EPT which is good when trying to provide a 'budget' increase in firepower, and N'Dru with Fearless and Clusters can deliver a punch out of all proportion to his squad cost.
I'm just saying both fearlessness and selflessness are good personality traits and ruthlessness totally isn't >.> although I would have thought fearlessness would be a good cheap EPT on those concord dawn ships cuz they like to be at r1 and in arc and stuff.

Ruthlessness is the trait of lacking pity or compassion. For someone attempting to run an empire that spans an entire galaxy, or a high-ranking officer effecting order for this empire, ruthlessness is not only a good personality trait; it is in fact a requirement. Without it, you would be paralyzed with fear, indecision, and sorrow for the untold billions of lives that are suffering and dying under your rule somewhere every second of every day or the possible unpredictable ripples that could cause harm to those billions by your actions.
No government entity can appease and protect an empire that large without someone, somewhere getting harmed or exploited somehow in the process.

Ruthlessness at 1pt you'd probably see it used in almost every list. Its cheap enough where if it never goes off, oh well, but if you face a 3-5ship list its going to cause havoc. And if you "balanced" it by removing the "other than yourself" clause from the splash damage you might just kill it over again lol
heck you'd probably see a tie swarm variant of it lol. Yeah, 2/3die attacks wont hit that often w/o crackshot but thats the thing...if they do hit (and they do when massed, its quite rare for a ship to stare down the barrels of 6-7 TIE's and not take ANY damage) they caused 2 damage. Wise idea or not is another question lol.
I think if it was 2pts it'd be fine. It'd be in line with Juke, Lone Wolf, or Snapshot for technically really powerful abilities that are situational if they even work at all, but strong enough to not be 1pt. All 3 of those can make or break a ship depending on whats going on in the battle.
At 3pts its competing with Predator, PTL, and even Outmaneuver. Yeah that shows how low it is when Outmaneuver is generally better, considering if its not an aux-arc user Outmaneuver is pretty lousy.

It is good on Vessary with TIE/D title and tractor beam but that's about it. And that build isn't even THAT good since it tends to be a glass cannon. If it was 2 points cheaper to put together it would actually see competitive play.
Ruthlessness was likely priced at 3 because back in wave 5 there was more swarm play. Now with the 2-3 ship meta you can go an entire game without having your enemy in a good place to use it.
