Looking again at wulff and fleet commands I wondered, can wulff regain the token spent during fleet command, then the ship uses that regained command token to spend to resolve a normal command? E.g. spend navigate token to proc Entrapment Formation, gain the same token through wulff, then spend it on maneuvers later to change speed another 1.

Spend is the mechanic listed on both.

It’s also worth noting that he is only good in a Cymoon, and not any other ISD with the Chimaera title, since you’ll be wanting to switch around the commands and so gaining the token back is useless
