Does instigator prevent you from attacking another ship if there are only the squads available through the title. Example the fleet is squadron less can it block squads from attacking other ships.

Engaged is, You must attack squads “if able”.
The Spectral squads are not attackable - ie, you are “not able“..
Ergo, you may fire at any ship in legal range.
I think this one made it to the FAQ, but certainly, it was a previous email response.
Note that it can be ANY legal ship target. Instigator does not itself provide any attachment to the Engaged rules - it itself does not engage.

Yes, that is just a clarification that you can attack "this ship", but doesn't mean that it's that ship only. As Dras said, it could be any ship in range (and of course, as long as there are no actual squadron without HEAVY engaging it)
