a friend of mine said you can exceed fleet supply for a moment, when doing space combat.

I can't find it in the rules. Is it true or false?

You can't bring more ships into a system than your FS allows, but in certain cases (as against Naalu), you might end up with less FS than you started with. I guess he might have mixed it up with Capacity, which is only checked after combat.

I think in TI3 the rule was about checking Fleet-Supply at the end of the turn. In TI4 it says:

Nope, TI3 worked exactly the same way, like in TI4, people commonly mix up the rules of capacity and Fleet supply.

Doesn't one of the races allow you to commandeer an opponent's destroyed ship? So if you have a maxed FS fleet win a combat without a single loss and get to produce a new unit.

And then would have to immediately scuttle a ship to bring you back within limit.

Correct. I was just thinking of situations where in the combat step, you can exceed Supply.

But it would be quite worth it to exchange a Destroyer for a Dreadnaught "mid-travel".

There are no situations where you can exceed fleet supply.
