liberation scenario snipers

i played the Liberation scenario at the weekend. The German set up tells you to take the Sniper strategic card from the ground support deck and place it in their play area.

1. The deck has two copies of the sniper card. how many are you supposed to put in your play area?

2. How does the card work from here? normally you'd buy it from your HQ area during the action phase, use it and discard it. Do you have to pay for it to use it from your play area? do you have to discard it after one shot or can you keep using it when you want by spending an action because it's in your play area and stays there?

I'm newby, but that is how I will do it.

I'll take a card and place it in my play area for free of command charge.

And use it for free (as so we play cards fro playing area for free), but in the exact order of the card instructions.

That's just IMHO.

if you can play it more than once for free and you don't have to discard it , is this then not open to abuse.

for exanple the german player could opt to not use his three actions per turn to activate units on the board, instead choosing to activate the sniper strategy card for each of his three actions per turn (providing of course he has a fresh unit within LOS to an enemy unit, which is most likley the case). in this instance the american player will be activating all of his own units taking on sniper fire and then allowing the germans to be able to move all of thier units at the end.

i dunno this might be the desired effect of the scenario, it would certainly simmulate a german ambush in the village delivering a barrarge of sniper fire, and it would seem to balance up the sides, when i played it (opting to use the sniper card once, for a cost and then discarding it) the americans did seem over strong for the germans and quickly wore down the german defense.

all i want though is to play it as was intended but what that is the designers didn't mention
