Followers of Mork Assignment Timing
- Active player begins Capital Phase
- Pays resources to play Followers of Mork
- Followers of Mork Forced Effect triggers
A. Assign damage from FoM (active player then non-active player)
B. Apply damage from FoM (simultaneously) taking into account any damage cancellation effects that may be active
C. Any units that now have as many damage counters as equal to or more than their HP are destroyed and removed from play
- Continue with the actions in the Capital P)hase

No, the player who played a card that involves any choices or targets always makes all decisions on the triggering of the card first.

Then you later go on to say that the person that plays FoM picks which person assigns their indirect damage first.
Now, the point is probably moot because you would only ever play FoM if you were the active player. So I am going to go with the following:
The person that plays FoM decides which player assigns indirect damage first. All indirect damage to that player is assigned. Afterwards, the person that played FoM assigns damage.
I hope this is right. It's showing up in lots of different builds, in different ways. (Or at least as much as four indirect damage can be different.)
The point is not moot, I gave a specific example that made a very basic, but possibly incorrect assumption, that Followers of Mork was being played from hand, which necessitates that it is being played by the active player in their capital phase. This may not always be the case. At some future point there could be an effect that would put the FoM into play without having to pay their cost during the capital phase.
The second statement was made to clear that up. The player of FoM assigns his damage first, regardless whether they are the active player or not, as your last post indicates. Sorry for confusing the issue.

From Nate back in October, but the rulebook does say specifically that you must make all decisions when you play a card trigger an effect. If your opponent also has decisions he has to make, they would by necessity come after the triggering of the effect or playing of the card.
