ARC-170 is actually a three seater+astromech, the crew slot is for the navigator/copilot who sits in the middle and really doesn't have as much to do in a combat scenario.
TIE Phantom is a weird case where clearly one pilot can do anything, but it has a second seat for a co-pilot who can also operate guns because it comes from a rail shooter.
E2 is kind of weird. B-Wing/E is a model with an extended cockpit to hold a gunner with the pilot. E2 was Ackbar's unique command shuttle variant which added a passenger seat explicitly.

Your ARC-170 explanation is a bit shaky. "Well copilot doesn't participate in a fight so that's an open crew slot". That's not passenger capacity. That's a seat specifically for a crew member who has a job to do to assist in the function of the ship. You think between the Pilot, Bombardier, Flight Engineer and two gunners, none of those crew positions should count as a crew slot? The interior was also fairly roomy.

Engineer is probably the only one which counts as a "crew slot" in usual build terms. Bombardier and Gunners are normally doing stuff linked to using bombs and shooting guns. Obviously, there ARE Bombardier and Gunner (and Copilot) cards but that's FFGs fault for stretching the abstraction. Free space doesn't count as slot, or we need to complain the Falcon and Lambda don't have like 12 slots for guys playing Dejarik in the back. Obviously this means based on the look and size, the Resistance Bomber could have a crew slot, but even if you "nerf Sabine" you still have this tiny problem where Sabine takes the Bomber to 8 bombs. That's a lot of bombs. Probably more bombs than the devs want you to have, especially given how many people are angry at bombs.
Obviously everything is mechanics. X-Wings don't hold just 1 torpedo. But for purposes of the game, they have one dramatically appropriate torpedo to use. The ARC has a spare slot for a person who does nothing but support. They do not fly, the do not operate the rear gun. They don't provide pilot skill or ability, nor are accounted for by the firing arc or secondary weapon slots. Thus, they become a crew slot, you can invest your meta-points into putting somebody riding support in that space. Or maybe you invest your meta-points in a really good tailgunner, and the co-pilot literally does nothing in the game.

Resistance Bomber doesn't have a crew slot because no-one wants to hitch a ride in what is basically an explosive filled, easily flammable domino

Well not always. In some WWII bombers, guys like the navigator and bombardier would man the guns when their role was not in play at the moment.
And what are the odds it's going to live long enough to drop 8 bombs?

Right, and we know from TLJ there is room to move around, but also as far as we know the guns and such are already manned - I think the assumption is the ship always has minimum crew to operate all it's functions at any given time.
