They declare a mission (strafing, dropping reinforcements or intercepting other flyers) and get an entry point. There they are placed, move once, do their thing and swoop away next turn. This would basically allow for starfighters to do 3 "actions" in a game (each taking 2 rounds) whilst sitting vulnerable on the table at the start of each second turn. It's the best airplane system I've seen so far. Fun fact: In this game you pay for each flyer action by giving the enemy victory points.
Dropzone Commander has the best air support rules in any game I've played or read rules for, and it all comes down to the planes doing one-turn strafing runs that can get interrupted by anti-air gunnery. Of course, the game is scaled to allow for that (with the 5mm scale allowing for very large battlefields so that strafing runs and AA fields of fire make sense) and the whole game is vehicle-centric not infantry-centric.
I'd be happy with such airstrikes being represented by leader or special ops/support units' card abilities, like Veers. For X-Wings we could easily see a Rogue Squadron special forces squad that's Hobbie, Wes, and the gang on foot calling in support from their wingmen in the air.
The other point against making actual starfighter units to get this kind of effect is it would make me buy a huge X-Wing model that sits off-table the whole game (or only gets placed at the edge of the battlefield in an arbitrary, protected position, every other turn until it activates, and then leaves for a turn+), which feels like a waste and a cash-grab. Again, Dropzone gets away with it because the path your strafing run takes actually has an impact due to the AA snap shot rules and such, and the model isn't much bigger than a normal vehicle model so it doesn't feel like you're paying a premium for air support. In Legion, an X-Wing would basically be a $60 model based on the AT-ST price, and that's an absurd amount to pay for the privilege of setting it under the table to play.
On the other hand, if they want to give us U-Wings, or Clone Gunships, or whatnot, those would feel appropriate, but I imagine they'd have to be pretty delicate, kind of along Airspeeder standards. I could see T-16s, as well.
