I don't understand question about Armor, it's AP is it's AP rating... Or do you ask about rules of armor degradation thank to combat damage?
About weapons (as I understand, you ask about direct hit against them) directly in RAW - no, we don't have any general rule, AFAIR. But you can extrapolate some values from such entries as: table 7-10: Cover Types (Corebook, p.199); Lathe Blade weapon upgrade (Inquisitor's Handbook, p.147), Venator Blade (The Lathe Worlds, p.64). In short, melee weapon maked from super-dense and very expansive alloys can have Armour value up to 25-35. Ordinary weapon such as autogun or lusgun or primitive melee weapon may have anything between 4 and 16.
