Can we use sarween tool more than once in a round?
Can we decrise the infantry or fighter cost to 0? If yes it means we can produce 2 of them everytime so the round will be over if all the units on the board.

More than once per round? Definitely. But only once per production action. So every time you produce, you get a "free" 1 resource.
That means that yes, you can make 2 infantry or fighters for free. But considering that you had to use your tactical action for that production, it's hardly unbalanced.
However, I don't know what you mean by "the round will be over if all units on the board"; the round ends when it ends, which has nothing to do with units on the board.
I mean you get a free resource and you can make 2 fighters for example in your tactical action as a production. Then the others do their actions and after you can build another 2 fighters for free and so on.

But each time you act you must spend a command counter. You'll run out of them before you get all of your units on the board. Also note you can only build at space docks, with a few exceptions.
Also: you may only place one of your Command tokens in a system that does not already have one.
But before you can produce you must activate the system, then the next players turn, then you can produce the unit. But later you can produce again because the system is activated and you have make units again. And with sarween tools you can do it again again because you can produce the ground units on your planet for free.
No that's not how it works. You activate a system as the the first step of a Tactical Action IN THAT SYSTEM. And making units is the last step of that action. Next time it's your turn you cannot activate the same system again unless you first can find a way to remove the Command Token.
I think that you've been playing wrong until now.
