For the card The Tempest in the text it states "All monsters in the sky when this card enters play or that move to the sky are returned to the cup." However the order of the actions you take with a mythos card have monsters moving before the text occurs. So which happens first, as soon as the card enters play or after monsters move? Same with similar cards that say something happens when the particular mythos card "enters play".
The Tempest and order of mythos cards
I suppose the pressing question is "when does this card enter play?"
I would be inclined to say that it "enters play" when you resolve the text on the card. Gates and monster movement, while dictated by the same card, are not part of the text part. Working with that assumption, all monsters that moved to the sky as a result of that self same card would be there already when the text is read (and thus would be removed.) All monstrs that moved there in the future would also get removed.
You could also interpret "enters play" as meaning "when the card is drawn." This seems logical, but it leads to you resolving effects in the text portion of the card before you actually start resolving the text portion of the card. That's bound to cause some inconsistencies, after all, how do you resolve something before you reach the step where you're supposed to resolve that thing?
Others may have different answers, but I'd go with the above idea that the gate and movement parts of the card happen before it "enters play."
I doubt this card is supposed to work in a special order that is different than all the other Mythos cards. "Enters play" is probably referring to the "Activate Mythos ability" step.
For anyone who is curious:
All Mythos cards with a gate on them operate in the same order:
- Open gate and spawn monster
- Place clue
- Move monsters
- Activate Mythos ability
Note that it is at step 4 that effects like one environment replacing another, or a rumor being discarded because one is already in play, take place.
So, monsters move first, then may be eaten by The Tempest.
This is important, and can lead to a monster being or not being... I usually find myself reiterating this once a game.
